It is one part of a legislative package that includes the Digital Asset Market Structure Clarity Act and the Anti-CBDC Surveillance State Act, all of which passed a key procedural vote following days of internal GOP disagreement. These bills were initially voted down , but have now succeeded by a narrow 217–212 after President Trump intervened directly. He pledged his support in exchange for including provisions from the Anti-CBDC bill in the larger defense authorization package.
